The Code Enforcement Officer Safety Foundation is proud to offer an international Safety Specialist training program designed specifically for Code, Building, Fire, Animal Control, CSO's, Public Safety, By-Law and Housing professionals. As the international leader on Code Official officer safety and recognized by the International Code Council (ICC) as a Supporting Organization and Preferred Education Provider (#2696), the Foundation is excited to launch this international training program.

The Code Official Safety Specialist (COSS) program is an international training program offered to code professionals which specifically focuses on personal safety of government employees. The goal of this program is to provide Code Enforcement Officers, Building Inspectors, Fire Inspectors, Animal Control, CSO's, Health Inspectors, and Housing Inspectors a minimum level of training and to provide foundational officer safety skills.

The course will cover Tactical Mindset, Fear Management, Verbal De-escalation, 3 Phases of a Contact, and Surviving a Violent Encounter.


Class is from 8am-5pm on April 17th and 18th with a lunch break and several short breaks.

**Participants will be emailed the 5 PDF digital workbooks for this course approximately 1 week prior to the class.


The Code Official Safety Specialist (COSS) program is a progressive 5-course series on officer safety & survival principles, concepts, and practices. This comprehensive training program provides foundational officer survival skills that allow you to be safer in the performance of your job. This training strongly encourages avoidance and de-escalation. The reality is that not all acts of violence can be avoided or de- escalated and being instructed to “just walk away” is not a safety strategy.

The Code Official Safety Specialist program consists of the following 5 courses:

  1. Tactical Mindset
  2. Fear Management
  3. Verbal De-escalation
  4. 3 Phases of a Contact
  5. Surviving a Violent Encounter

Whether you are new to code enforcement or are a seasoned professional you will learn skills that, if implemented and practiced, can keep you safer. Each course is approximately 3 hours in length and comes with a comprehensive participant workbook with activities to reinforce course content.


About the Instructor:

Gary Streeter, M.Ed., is a highly experienced trainer with extensive knowledge of officer safety, coaching, personal development, and optimal performance. Gary retired from Maricopa County Adult Probation Department where he was a Supervisory Probation Officer assigned to lead the Safety Training Unit. As an Officer Safety Instructor, he was a lead defensive tactics instructor, firearms instructor, Taser instructor, and member of the use of force review board. Gary’s passion included coaching officers in optimizing mental skills, personal & professional development, and the implementation of high-performance principles, concepts, and techniques into safety training curriculum.Additionally, Gary earned a third-degree black belt in Shotokan Karate and has competed in many tournaments including the World Police and Fire Games.

Gary retired from the Arizona Air National Guard as a Senior Master Sergeant where he was a member of the US Air Force's Phoenix Raven program consisting of specially trained Security Forces personnel highly trained to provide force protection in austere locations with potentially high terrorist and criminal threat levels. Gary has led teams on two overseas deployments.

In addition to being a lead instructor for Dedicated Threat Solutions, Gary is the owner and chief guide of Next Level Performance Guiding LLC (NLP) which provides Personal Potential and Performance Guiding.
