The Presenters

Greg Giddens is a co-founder and partner at Potomac Ridge Consulting. Prior to joining the private sector, Greg was in the federal service for more than 36 years, with over 16 years as an executive.

His last federal position was the Chief Acquisition Officer at the Department of Veterans Affairs.

Greg began his career at DoD and then served in DHS at the headquarters level and in the United States Coast Guard and Customs and Border Protection. Greg is a Strategic Advisor to Government Executives (SAGE) for the Partnership for Public Service, a Fellow at the National Academy of Public Administration, and a member of National Contract Management Association’s Board of Advisors. He has received several awards including the Presidential Rank Award and two FED100 awards.

Greg holds a Master of Science in National Resource Strategy from the Industrial College of the Armed Forces, a Master of Business Administration from Georgia College, and a Bachelor of Science in Electrical Engineering from Georgia Institute of Technology.

He has supported U.S. Trade and Development Agency (USTDA) and U.S. Department of Commerce public procurement reform efforts with Brazil, Peru, Ecuador, Dominican Republic, Kenya, Indonesia, Nepal, and others.

Brian Hebbel is a federal procurement expert, consultant, author, entrepreneur and trainer. Through his 42 years of Government contracting expertise, he has provided expert advice and guidance to Government officials and contractors alike.

He has 34 years of federal contracting experience. He was a Senior Acquisition Official (Group Director) at the Centers for Medicare & Medicaid Services, Office of Acquisition and Grants Management. He provided oversight to three contracting divisions.

He is also the author of, CPARS Guide & Best Practices for Federal Contractors and How to Market & Sell to the U.S Government, A View from the Inside. He and his business partners have also created CPARSradar, an Enterprise-wide system to help contractors receive the CPARS ratings they deserve.

Shelley McGuire focuses her energy and passion on bringing the government contracting community together on various topics to educate and help bridge the gap between industry and government officials, often with a component that includes the social responsibility of giving back. Shelley has always enjoyed assisting others, especially small businesses, and connecting the dots by way of holding social events around the MD, DC, and VA area for the last 10 years. She takes great pride in knowing her social connections, while far and wide, are only six degrees or less of separation from each other.
